I have seen some that will only work from a boot floppy. I work with many Dell's at the office and have seen some Bios updates that you have to make a Boot floppy to work. I have never used WinME but have read it is quirky with Dos mode(not sure of the specifics). With Win2K it still won't work when booting to safe

Unfortunately, it only gives you about 2 seconds to hit the key from the time it asks before it moves on and tries to boot normally. A windows DC should only be started in one of two modes, normally or DSRM. Safe Mode can be used but I've actually seen it be problematic, I would only use Safe Mode if DSRM didn't work. Though you are experiencing a problem I so far see nothing indicating a windows 'repair install' was warranted.
